As many applications for Romanian citizenship are being registered every year, most of the times the deadline of 5 months for solving the file is exceeded.
In practice I have noticed that there are files submitted under Art. 11 unsolved even for 6 years, as you can see if you consult the official website of the National Authority for Citizenship https://cetatenie.just.ro/stadiu-dosar/
If you do not want to wait between 2 and 6 years, you can choose to have your file resolved urgently. This is done through the Court.
